The loose cord needs to plugged into the battery. Unlatch the battery hooks and pull the battery up (pull hard because its heavy) Pull using the handles. Or look underneath the bike where the batter is and you will three a three prong outlet for the cord to plug into.
Let me know if you need further instructions. 

I had the same issue as well! And I went on to a Gio Forum and people helped me. I am pasting the Gio Forum website and you will be able to see the battery  lifted and it shows you how the cord needs to be plugged in!

		<description><![CDATA[A word of caution. I purchased a gio 500w e-bike identical to yours still wrapped in plastic but assembled for me. It has been the most wonderful thing for my life as it is my life line in the summer. I live with a physical disability that leaves me unable to walk very far so I&#039;m able to ride the trails in my area.
However I was awakened by the smell of burning rubber yesterday morning and immediately unplugged my bike. The battery was so hot I had to use oven mits to remove it from the bike and it took 6 hours to cool down. Knowing it was fried I opened the casing and the four batteries were just about ready to explode, they are deformed from the heat. Left much longer and I&#039;m sure I would have a fire on my hands. If you are interested in seeing pictures of the inside I would be happy to show them.]]></description>
